What is PTA?
The Millikin Parent Teacher Association (PTA) is a registered 501(c)(3) nonprofit organization uniting parents, teachers, and school staff in a shared mission: making Millikin an exceptional place for every child to learn and grow. Through the dedication of our volunteers, educators, and staff, we bring the school year to life with engaging events, meaningful traditions, and programs that strengthen our community both in and outside the classroom.

Dear Millikin Families,
Welcome to the 2026–2027 school year! I hope your summer was filled with rest, adventure, and time well spent with family. My name is Franklin Felizardo, and it's my privilege to serve as your PTA president this year. I'm looking forward to partnering with our incredible community of parents, teachers, and staff to make this a truly memorable year for our students.
The PTA plays a vital role in strengthening the bond between families and our school. Through signature events like Art Night, and Movie Night, we create opportunities for students, teachers, the principal, and parents to come together and build lasting memories. None of this happens by chance — it takes thoughtful planning and the right people in the right roles to bring each event to life.
We can't do this alone. Whether you have an hour to spare or a passion to lead, your involvement makes a real difference in our students' experience — we'd love to welcome you to the team.

Meet Our Team
Frank Felizardo - President
Being a Millikin Mustang Parent brings me so much pride. Not only because we are the #3 elementary school in the state of California (US News and World Report), but also because we are a community. My son has learned to be a well-rounded student, one who embodies HERD (Hardworking, Empathetic, Respectful, Disciplined). I choose to volunteer with the PTA to help support our school in continuing to be academically top in our state while building a community of students and families who embrace our HERD mentality. Join us in our mission to be the best version of ourselves, individually and as a Mustang Community.
Winnie Ho - Vice-President
My name is Winnie, and I am the proud parent of a 3rd-grade student at Millikin Elementary. This is my second year serving on the PTA Board, and I’m so grateful to continue being part of such a wonderful school community. Being involved in the PTA has been a rewarding experience. I love connecting with families, supporting our teachers and staff, and helping create fun and meaningful experiences for our children. There’s something special about seeing our school community come together and knowing that we are creating memories that our kids will carry with them. I’m excited for another year of teamwork, connection, and making a positive difference at Millikin!
Marlene Miguel - Treasurer
I am thrilled to continue serving our school community. My roots in Santa Clara run deep. I am a proud alumnus of SCUSD schools, and this city and district hold a truly special place in my heart. Today, I am a proud parent of two sons, one of whom currently attends Millikin.
I originally joined the PTA three years ago to help recreate the same fun, magical, and memorable school experiences that I cherished while growing up here. Over the past three years, this role has allowed me to connect with so many wonderful families, students, and dedicated staff members.
I hope to build on our foundation and help plan fun, inclusive activities and memorable events that welcome every single family into our vibrant Millikin community.
Mary Phan - Parliamentarian
As a parent of three children at Millikin, I have served on the PTA Board for the last four years. Throughout that time, I have found immense joy in helping create memorable experiences for our students and families. Watching the children laugh, connect with friends, and enjoy the events we work so hard to organize is incredibly rewarding. Being involved in the PTA has allowed me to give back to Millikin’s community, which means so much to my family, and I cherish every opportunity to help make Millikin a fun and welcoming place for all students.
Nicola Haffenden - Secretary
I’m a proud mother of a first grader at Millikin Basics+Elementary School. We loved our first year in Kindergarten at Millikin, especially the fun and memorable events put on by the PTA, like Movie Night! I really enjoyed volunteering last year, and I am very excited to be part of this team and contribute even more to our school community this year.
